OK, I was a bit confused.  G4ParticleWithCuts creates a G4double vector
SetCutInMaxInteractionLength corresponding to a length cut in the various
materials.  This then appears to be converted to another G4double vector
theKineticEnergyCuts corresponding to an energy cut in the various
materials.  Both of these vectors are then only used as a reference for
processes to determine if secondaries should be created?  Does one of the
managers handle these secondary cuts or are the cuts handled internally in
each process?
