In Geant4, there is no "energy-cut" applied for a track. The "cut" the user defines is "production" cut-off which is applied for generating secondaries caused by an interaction of a track. This production cutt-off is utilized to avoid infrared divergence of some EM processes. Since you remove all of the EM processes for muon except your own process, your process must take care of stopping a track. For example, if a muon track comes down to a certain energy, your process should propose the remaining range and take away all kinetic energy from the track. Please note that, for the case of muon, it may decay even after it stops. In Geant4 kernel, given there may be a chance of decay at rest, tracking part will not kill any track unless a process proposes to kill it.
