Hugh,

I also noticed that your low energy neutrons seem to be either secondaries or primaries. In either case, you can employ the G4UserStackingAction::ClassifyNewTrack to prevent low energy neutrons from being put on the tracking stack. More about this in the Application Developers Guide.
