Hi Hugh,

I found your problem looking at the code G4UserSpecialCuts::PostStepGetPhysicalInteractionLength. This is likely not documented but it says there:

// min kinetic energy (only for charged particle)

at:

http://geant4www.triumf.ca/lxr/source/processes/transportation/src/G4UserSpecialCuts.cc#120

My guess is the user is expected to implement a production range cut for neutral secondaries if he/she doesn't want them to be tracked at all. This ekin special cut applies only to charged particles because only they can drop below a min. kinetic energy during tracking.
