Question Setting tracking cuts for logical volume

I'm trying to set a tracking cut for neutrons in a logical volume as described in example N02 and http://geant4.web.cern.ch/geant4/G4UsersDocuments/UsersGuides/ForApplicationDeveloper/html/TrackingAndPhysics/thresholdVScut.html I've added the following lines of code to my DetectorConstruction, where Floor_log is the logical volume in which I want to set the cut:

  G4double minEkin = 10*keV; 
  Floor_log->SetUserLimits(new G4UserLimits(DBL_MAX,DBL_MAX,DBL_MAX,minEkin));

And to the neutron definition in my ConstructHad() in the PhysicsList, I add

 pmanager->AddProcess(new G4UserSpecialCuts(),-1,-1,1);

However, when running, the program still tracks neutrons through the floor all the way down to small fractions of an eV. The neutron I'm tracking is the original particle. Any advice would be appreciated.
