I'm sorry if I misunderstand your question.
I presume you want to set a weight for a track (not a secondary)
though your process does not limit a step but the transportation does.
You should not use fSetSecondaryWeightByProcess() but, your current
implementation of invoking SetParentWeightByProcess() and 
SetParentWeight() should be the correct way. Please make sure that
your PostStepDoIt is actually invoked when the transportation limits
the step. In other words, please confirm that your PostStepGPIL
returns "Force" flag.
