Hi My impression up to now is that one should not use G4UserLimits at all, for the following reasons:

1. The stepsize limiting functionality has been taken out of it, see discussion 215 in this forum ("G4UserLimits: random walk")

2. If a G4UserLimit was set up in a part of your detector, it could cause that particles, which could for example annihilate at rest in the material, were killed before they could annihilate. See discussion 207 in this forum (no answer appeared to this question in the user forum, but the authors wrote me that this objection might be true, and would need modification in future versions).

These points are obviously no answer to your question. But they might be useful warnings for you, and could spare you quote some hours of headache.
