 Cuts (so-called production thresholds) are applied to the EM processes
which have infrared divergence. In Geant4, cuts are defined in length.
Thus, EM processes with infrared divergence (e.g. ionization process)
generates secondaries only with ranges above the cuts. There is no
way to know the number of secondaries which are not generated because
of their shorter ranges, while kinetic energies of such tiny particles
are accumulated as the energy loss along the step.
 Please note that cuts are applied only to the processes with infrared
divergence. Thus, other processes can generate secondaries of full
energy spectrum.

 If you do not want to track secondaries but just count them, follow
the suggestion Vladimir wrote.
