It is obvious bug. Unfortunatelly it is not possible from your e-mail to
conclude where from the bug come. In G4 tests/examples this process
(G4hLowEnergyIonisation) works normally. It has been tested regulary. So,
I would suggest you first to check once more your application. If you find
out nothing, then you can submit a bug report, but it will take much more
time.
