Hi,
UserSteppingAction is invoked after all the Geant4 processes including G4Transportation have already took place, and thus you cannot change any physics quantities of G4Step or G4Track, e.g. track momentum direction. To change momentum direction, you need to implement a "process" to change it, and you have to add it in the physics list. You may use G4OpBoundaryProcess as a starting point of your own process.
