You could define the space between the two layers as its own volume - lets call it "SPACE". What you would then do is ask (in SteppingAction) whether the particle is an electron and whether its PreStepVolume is 'layer2' and its PostStepVolume is 'SPACE'. This would capture all electrons going from layer2 into the 'SPACE'.
