Click on the Forum title, e.g. on the "Forums by Category" page, to read a sequence of postings to the Forum and its threads all in one page. I think this is correct, to set a production threshold of 100 MeV for every material. Example $G4INSTALL/examples/extended/electromagnetic/TestEm8 gives an example of this.

By default particles are tracked until they have zero energy. The cuts set the minimum energy with which a particle will be produced. You'll still see particles with energy below the threshold.

One way to stop tracking particles once they reach a certain energy is to use a special tracking cut (see section 5.4.7 in the Application Developer Manual).
