Good day.
I have tried to implement G4StepLimiterBuilder in the main file, but this is what I get, when compiling
G4StepLimiterBuilder.hh: No such file or directory . I am using 4.9.4 p01. Was G4StepLimiterBuilder added in later versions?
I've gotten my first version to compile and launch. It turns out that I was adding
the step limitation process before adding processes for all of the particles in
the physics list. I moved pmanager->AddDiscreteProcess(stepLimiter) to the end of BertPhysicsList::ConstructProcess() and the program started to work. 
Unfortunately the step limitation does not work for some reason. I set it to 1*um and still got e- steps of 18*um.
I will try to rewrite the physics list using the examples to be sure, but these are the results so far.
