How do you invoke the G4UserLimits/G4StepLimiter? Do you follow:

where the G4StepLimiter process is attached to every particle, or do you follow (or employ) G4StepLimiterBuilder:

http://www-geant4.kek.jp/lxr/source/physics_lists/builders/src/G4StepLimiterBuilder.cc#L79

where neutral particles only get the G4UserSpecialCuts process.

The G4StepLimiter process works with GetMaxAllowedStep of G4UserLimits, while the G4UserSpecialCuts process deals with the other limitations defined in your G4UserLimits.

You may want to follow the examples/extended/field/field06/src/F06ExtraPhysics.cc way of adding G4UserLimits/G4StepLimiter.
