This is not correct. KERMA is not the same as dose. The values approach for thick absorbers (~1 cm for 1 MeV).
KERMA contains all the energy that is transferred to secondaries, including those particles that escape the volume. Dose cumulates the energy deposit in the volume only.
So to measure KERMA
- get the dose from a "thick" absorber (depends on energy) or
- add the kinetic energy of all electrons generated by a primary photon at the point of their generation.
