Question Forced Stepping

I am aware that Geant4 will end a step upon a detector boundary with the post step point in the next volume. However I was wondering if a step is forced upon entering a new detector. What I mean by this is for example a particle is travelling in a world volume that it defined as vaccum. If it then encounters a lead plate will it automatically create a new step point inside the plate even though the world volume has not really ended? I have a radially symmetric detector geometry (loaded via GDML) in which I fire a geantino radially outward from the center. A step point is created outside the beam pipe where the world volume exists however the geantino traverses a layered tracker geometry after this but it claims (through verbosity) that it is in the world volume during this step (about 40 cm). Then when it reaches the calorimeter it finally has another step point. Is there some way to force step points when entering this tracking detector? Or should geant4 do this automatically and I have a mistake somewhere else in my code?
