In Geant4 an electric field will accelerate electrons of any energy; this includes from rest, as long as they are created at rest with state fAlive (not fStopButAlive). But if a particle is tracked to a stop due to an E field, tracking goes badly wrong -- Geant4 integrates relative to space, not time, and that becomes singular when the particle stops. I have a work-around if you need it. (Stopping due to energy loss is always OK.)
