Why are you saying that you can make these fields (only) 'at the start of run'?

GetFieldValue is called during tracking; at which point you know the location and the time. With this you can calculate the field assuming you know how to solve for the field from a set number of point charges - your previously stopped electrons - (which I don't think is all that difficult). You can arrange to communicate the stopping positions from the MC to the G4Field.
