Two more observations:

1) This warning message only seems to appear when the photons are
   incident onto the horizontal surface at less than the critical
   angle (i.e. where refraction in addition to reflection can occur).

2) I previously mentioned that I was using two "boxes".  This is
   actually incorrect.  When I use two boxes sitting on top of each
   other, the warning goes away.  However, instead of two boxes, what
   I need to use are two half-cylinders (picture a pie cut in half).
   The top half-cylinder is where the photons are generated; the bottom
   one is where any refracted ones will go.

   Anyway, this error only appears when G4Tubs are used, not G4Boxes.
