Please check that you have downloaded the G4NDL3.8 library from the 
Geant4 web site and then set the environment variable 
 
NeutronHPCrossSections

to point to the library.

If you still get this message, then you may have chosen an element
for which there is no high precision neutron data in the libraries.
In some cases there is not enough evaluated data to make an entry.

You then have two choices:

1) change the materials in your setup
2) change the neutron model.  We now have replacement models
   which use the high precision data where data are available.  When
   no data is available, the less precise Low Energy Parameterized (LEP)
   neutron models are used.  This way you can continue running.

  The new models are 

G4NeutronHPorLElastic
G4NeutronHPorLCapture
G4NeutronHPorLEInelastic
G4NeutronHPorLFission
