G4RadioactiveDecay will treat the decays of isotopes defined in the datadase $G4RADIOACTIVEDATA. Only known isomers are in this database, not any nuclei with a give excitation energy which is dealt with by the G4PhotonEvaporation process.

However it is possible to simulate the decay of 15N(10.8MeV) with G4RadioactiveDecay, all you need to do is to add its decay scheme to the file "z7.a15" in $G4RADIOACTIVEDATA.
