Events are distributed to threads with an algorithm to maximize efficiency. If for whatever reason you want to change that, you need to create your own Master Run Manager class and re-implemented at least the method SetUpNEvents http://www-geant4.kek.jp/lxr/source/run/src/G4MTRunManager.cc#L503

Again let me stress that this is not trivial and maybe you can achieve what you need using the UI command /run/eventModulo https://geant4.web.cern.ch/geant4/UserDocumentation/UsersGuides/ForApplicationDeveloper/html/AllResources/Control/UIcommands/_run_.html
