I understand that TOP-C is currently not supported on Windows, though I'm told it could be ported if needed.

For MPI, apologies that the relevant examples weren't ported - there was a huge amount to do and this slipped under. There shouldn't be a problem to build in CMake (which supplies modules to find MPI), so we will look at this for the next release later this year.
