Hello, As reported in Geant4 Version 10.0 release notes: http://www.geant4.org/geant4/support/ReleaseNotes4.10.0.html

"The old GNUMake build system is no longer supported. It is strongly recommended to adopt CMake for the installation." We still keep GNUMake for backward compatibility for older setups, however we strongly encourage the use of CMake and new features (like MT) are developed and tested with CMake.

With CMake -fPIC is correctly added. If you are stuck with GNUMake what you did is the correct action.
