Dear colleagues,

triggered by a recent article in the CERN Courier (K. Peach) I think 
that we should also include in our
recommendation about HEP publications a comment about Open Access journals.
This goes beyond the pure authorship problematic but it certainly is 
part  of the more general
question of publication policy in particle physics. 
We should consider whether  we should  include such a recommendation in 
the authorship report, we could also
make a separate report  recommending  OA for particle physics.  Most 
universities simply
cannot effort any more expensive journals. Therefor it's time for C11 to 
do something. I don't know
whether IUPAP has already made a statement about OA publishing. At CERN 
there is a strong push
towards open access journals. For the start of LHC it would be a good 
occasion  to make this change.
