Dear Bob,
Dan Green nominated you as a US representative of CMS in the newly
formed Working Group on Authorship for large collaborations. This group is being
formed following an initiative by the Commission of Particles and Fields (C11)
of IUPAP. While Lorenzo Foa will also be joining this WG I think it
is wise to have some US representation. In fact ATLAS has several C11 members
in this WG: Stapnes and Herten.
Below you will find the letter I wrote to spokespersons of various collaborations.
The first meeting will take place on Wednesday,
November 10th, 6:00am PST (sorry I thought I would be the only
person on the US West Coast).
The invitation and various other messages are included below.

Dear Colleagues,
though I have not heard from all of you as to your availability in the time frame of
Nov. 5-11, I have decided to schedule the first meeting for Wednesday,
November 10, 2004, 06:00 AM California Time (PST)
This time translates to
9:00 US Eastern Time
15:00 Central European Time
23:00 Japan time
I decided to move the meeting time earlier by one hour so as to stay
with 23:00 in Japan. I hope that this shift in Europe will not create
any further problems.

Letter to Spokespersons:
Dear xxxx
After the C11 meeting in Beijing and subsequent discussions I would like
to move forward and form the WG on Authorship in Large Collaborations.
The proposed charge to the Working Group is enclosed.
I would like to ask you to nominate a person who could join the WG and act
as a link to the CMS Collaborations.
The proposal is to interact by phone, e-mail, with possibly one meeting
in person at a convenient place. We will probably work in various subgroups
to collect information which we can then share and be the basis for discussion
and the report. I suggest the first meeting in late October (I will be traveling
in the coming weeks), in the period Novemver 1-10. I will set-up a phone conference
to which everybody can dial in. The proposed time with be 06:00 California time,
i.e. 15:00 CET, and 23:00 in Japan.
Please let me know which of the days your representative cannot attend, and whether
he/she can call in at the time proposed.
I will circulate some material we have collected so far in time for the first meeting.

C11 of IUPAP:
Proposal for the Formation of Working Group on Authorship in Large Scientific Collaborations
As HEP Collaborations supporting major experiments grow, there is increasing concern
about authorship of scientific publications. It is widely realized that author lists
cannot continue to grow, because
1. they do not appropriately credit those who have contributed most,
2. they do not allow others to identify those most knowledgeable about the results,
and this hampers scientific discourse, and
3. they lead to absurd publication and citation records.
Members of C11 have discussed these issues and agree that it would be desirable to
find ways of improving the current situation. C11 proposes the formation of a
Working Group made up of
1. representation of the major HEP collaborations,
2. representatives of some of the major HEP Laboratories,
3. representatives of research universities,
4. selected members of C11, and
5. a few wise individuals.
The Working Group on Authorship is charged by C11 of IUPAP to
1. examine the guidelines for authorship of scientific publications
2. examine the various types of publications, specifically physics analyses
in reviewed journals vis-a-vis technical publications with more restricted
authorship on analyses techniques, numerical methods, computing, data acquisition,
and software development, detector development and operation. data acquisitions;
3. survey the current practices for the selection of authors in HEP;
4. survey authorship in other fields with large teams on scientists;
5. examine the impact of the current practices and their potential future variants,
in particular on the career development of young scientists;
6. examine the potential impact of any reduced authorship on the support of
research groups by funding agencies, universities, and laboratories for detector
operations and research;
7. examine procedures needed to establish authorship of different types of
publications, and develop alternatives to the current practices, in close consultation
with the large collaborations;
8. consult with publishers and editors of scientific journals and electronic
depositories on various types of publications;
9. prepare a draft interim report by May 15th 2005, in time for extensive consultation
prior to next year's meeting of C11 during LP05 in Uppsala. This draft report should
summarize the findings and outline alternatives to the current practices.
It is expected that the working group will interact mostly via phone conferences and
e-mail, though it may be beneficial to arrange for a meeting some time in the spring
of 2005. This interim report will be made public to the HEP community, should be
reviewed by the various national HEP communities and large collaborations, and
depending on the overall response could lead to the formulation of guidelines or
recommendations.
