   I runned your program dose in both conditions and got the same behaviour:
   the tally are filled correctly.
   (for the computation of the ratio, be care of EbeamCumul)

   See example in TestEm4.
   In fact I see that you already did in your PrimaryGeneratorAction.

   It is similar to the position and direction.
   You will find examples in advanced examples (I do not remember exactly which one).

   If I understand well your question, it is enough in EndOfRun to normalise
   tallyEdep, i.e.
                   tallyEdep[j]/tallyEdep[0]
