Geant4 has a production threshold. It means that delta-rays below 250 eV are NOT produced explicitely in any of the Em processes (including Livermore and Penelope). Energy deposits below 250 eV are treated as local energy deposit.

at the moment there are not in Geant4 electron processes validated below 250 eV in CsI. The very low energy models (Geant4-DNA) apply to liquid water only.
