There have been major changes in EM low-energy physics since the 6.0 version of Geant4. I would suggest that you write your application for a recent release. For instance, 9.3 BETA has a new Penelope model that performs very well when compared to NIST (we have validated it for Aluminium and electron energies between 10 keV and 1 GeV and the agreement was better than 1%). This physics list (G4EmPenelopePhysics) is available in $G4INSTALL/source/physics_lists/builders.
